Can you put sheers under a valance?

I am planning to put a valance on our big dining room window. I need something for privacy, though, since it faces our neighbor's house. Will sheers work under a valance or would you suggest something else. I currently have those cheap horizontal blinds

keep in mind, i'm not a decorator.
i'd think that they'd work fine in the daytime.
but would make the valance stand out, as being too strong an accent.
you might want to also have drapes.
